Better decisions based on sound intelligence

Projects need to be evaluated to demonstrate their value for money, particularly where public funds are used.  The Sydney Olympics was hugely successful as a spectacle, in creating excellent facilities and in making a profit.

Three types of project measures to evaluate your project

At the outset of any project, you should set the evaluation criteria—ideally with the person or organization that will be doing your evaluation programme.  There will be three types of measure—input, output and impact.  Some of these will be obvious to you, but others can be more difficult to ascertain.

Any evaluation project is likely to follow the steps shown below:

§ Review all the documentation on the project or programme to identify overt and covert measures

§ Review all the existing management information and bring this together into a performance grid

§ Identify gaps and interview deliverers and stakeholders to fill in the gaps

§ Survey beneficiaries to understand the soft outcomes

§ Identify good practice, things to be avoided in the future and case studies to sell your success.

While at the outset, it may be difficult to see the potential impact of your project, good evaluation will enable you to demonstrate the impact that it has had at the end of the project.

Regenerating deprived areas is a long task, but interim evaluation can show where improvements have been made to date, highlight lessons learnt for publicity purposes, and help prioritize effort in the future.
